SQL Server 2005 Cluster Intall FAILS

Tech Tip: Click here to run a free scan for Windows Errors and optimize PC performance

I have a two node cluster, each running windows enterprise server 2003, 64-bit edition.

I am logged into node1, which is running the quorum resource.

I am running the setup for SQL 2005 64-bit Standard Edition.

I created a domain account, SQLUser, and added it to the local admin group on each server.

When I run setup, everything appears to install fine. However, once it finishes installing database services, the install craps out, and gives the error "REMOTE SETUP FAILED".
And also
"There was an unexpected failure during the setup wizard. You may review the setup logs and/or click the help button for more information"

There is NO REMOTE User logged into the passive node. I have tried running this install from the console and RDP. Task Scheduler service is started on BOTH SERVERS and running.

This is the latest entry in the log file:

Error: Action "LaunchLocalBootstrapAction" threw an exception during execution. Error information reported during run:
"C:\Program Files\Microsoft SQL Server\90\Setup Bootstrap\setup.exe" finished and returned: 1603
Aborting queue processing as nested installer has completed
Message pump returning: 1603
