Try running the SP4 installer on the non-active node. I t should just update the local binaries.

I went through the SQL 2000 Enterprise Edition installer, entered the
SQL virtual cluster name, selected Advanced Tools, and picked
"Maintain a Virtual Server for Failover Clustering." It seemed to
install all the binaries and registry entries. I also assigned the
failover node as a possible owner to all cluster group resources (the
installer missed a few resources). Was there something else I should
have done?

It is at this point that I am trying to install SP4 to the failover
nodes by running the SP4 installer on the Active node.

You have to do more than add the node to the resource. You have to re-run
the installer to set up binaries and registry entries on the new node. The
installer will handle adding the node as an allowed owner of the resource
group.
