sql clustering problems

I have 2 HP proliant DL 360's with G4P's running SQL 2000 in an active
passive configuration. My problem is that I also have 2 network load balanced
font end servers running on apache web server which are supposed to access
the SQL cluster but when they cant access the active node failover doesnt
occur and there are no significant events loged.
