While you can setup the Public to be in mixed mode, it should not be your
primary heartbeat traffic. Use a dedicated private network for heartbeat
traffic.

If you create the share as a resource within the cluster, it will failover
with the cluster. Never create it on the individual machines.
Sounds like your old consultant needed more clustering experience.
