The virtual server option is only present for the Enterprise Edition of SQL Server 2000.
Were you using Enterprise Edition of SQL Server 2000? If yes and still the virtual server option is greyed out, can you post the sqlstp.log?
Also, MSDTC has nothing to do with this. Infact, you do not need MSDTC for SQL Server 2000 virtual server installation. You can configure MSDTC after installing SQL 2000 too.
