Hello Scott!
Report Server fails if Report Server service attempts to connect to the database that is not yet online. To fix it, you can try set a dependency to Report Service.
Go to Regedit
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\ReportServer]
Modify or create the DependOnService multi-word value to include MSSQLSERVER.

I re-installed .Net 2.0 and it still fails. Then I uninstalled ALL of the
.Net versions (1.1, 2.0 & 3.0) then re-installed .Net versions 1.1 and 2.0.
The install of SQL Server Developer Edition still fails. I am now getting the
following message from the System Configuration Check:
EDITION CHANGE CHECK

To change an existing instance of Microsoft SQL Server 2005 to a different
edition of SQL Server 2005, you must run SQL Server 2005 Setup from the
command prompt and include the SKUUPGRADE=1 parameter.
The install still fails with the same error messgage. But checking the
Application Event Log the large number of error messages that I listed below
are gone. The only error messsage that I got is:
Event ID: 107
Report Server Windows Service (MSSQLSERVER) cannot connect to the report
server database.
I am going to try and install once again.
