Quick update: It is now working (Typical, you spend hours slogging
away, and 30 seconds after you post to Google Groups you fix it)

It struck me that I had only configured my IUSR_MACHINE account to
have read permissions to "C:\Program Files\Microsoft SQL Server CE
\Server" and that it would need write access to be able to create a
log file. I added Modify permission to that folder and instead of
getting a log file, it worked.
