RDA error

I'm having problems getting RDA to pull. This is a new setup but it was working with the Northwind database as a demo but now nothing works. If I browse to sqlcesa30.dll, that works fine. However when I run the app I get "Internal error: Either the computer running IIS is out of memory or an incorrect session ID was sent in a request [ Session id = 0]". That error wasn't very helpful so I turned on SQL CE Agent logging and the key error seems to be "Couldn't find existing RSCB 1". I've posted the SQL CE Agent error log below for context. I'm not sure what that RSCB error means. Any ideas on what this could be or what other troubleshooting steps I should follow?
