Using Management Studio Express?

I have seen articles and screen shots suggesting that the visual tools (as
opposed to action queries) in Management Studio Express can be used to
create and manage SQLS 2005 CE databases? My version of MSE (SP!) doesn't
have these features.

Can MSE's visual tools be used to create and manage SQLS 2005 CE databases?
If so, what version is required? Thanks
