No. If the mobile device gets data from a SQL Server using per-device
licensing, then that device needs a CAL like any other computer however.

PocketPC 2003 and CE 5.0 yes. Currently the answer is no for CE 4.2, but

You need VS 2005 Standard or above.

The only benchmarks I'm aware of are these:

from Microsoft. You really need to just try it with the type and volume of
data you plan to use and see if it meets your needs.
