Unfortunately, I don't know what the licensing restrictions are for SBS.
You might try posting at microsoft.public.windows.server.sbs or checking
http://www.microsoft.com/windowsserver2003/sbs/howtobuy/pricing.mspx.
Reading through the material on those pages would lead me to believe that
could use the Sql Server in SBS with SQL CE, and that each device would
count as 1CAL (assuming you're using device and not user CALs).
