SMS 2003 ITCU Prerequisite, Applicability and Installed Rules

I am trying to create rules in ITCU for detecting either a registry key or
registry key value. When I try to detect the following key for an
applicability rule, ITCU does not detect the reg key. Every time I run the
Custom Scan tool on the target PC it returns false. Has anyone else seen
this problem? Can you detect the following key in ITCU:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\SMS\Mobile Client

Any help would be much appreciated.
