BDD lab CD build is broken

Please help me troubleshoot this problem.

It has been 8 months since I used the BDD 2005 Config.hta to create a new
Lab CD. Now when I create the CD it cannot boot. The errormessage is
"File txtsetup.oem caused an unexpected error (18) at line 1747 in
d:\xpsprtm\base\boot\setup\oemdisk.c."

I have compared the source files with working CDs and cannot determine where
this is breaking.

Any thoughts?
