ZTI and Custom Language settings

I am having trouble getting the regional settings section of the
sysprep.inf to function properly using ZTI.
I have read the newsgroup posts on what needs to be setup as far as
what settings are needed and how to get them to be correct. I can see
that the settings I want are indeed there in the sysprep-after.inf
correctly.
I can test the sysprep.inf file to verify the setting are correct by
running sysprep -mini manually, watching it shutdown and then boot up
and run throught the mini wizard. I can see the language settings set
the way I think they should be set. Everything works great when I run
sysprep manually.
However when I run an install through ZTI, even though the
sysprep-after.inf is correct, the system is not taking the regional
settings. It takes every other part of sysprep correctly.
Any ideas on where I can look to see why I am having trouble with this.
