Yeah, I've seen it too. I have also seen a similar method being used
to add .Net Framework to Microsoft WinPE.
If you don't want launch your app as a custom action in the
postinstall phase you can supress the reboot by simply starting
osdshell from a commandprompt. That is, change winpeshl.ini to start
cmd.exe (or remove winpeshl.ini) instead of osdshell.exe and then add
osdshell.exe to your startnet.cmd file. as long as the commandprompt
is opened, winpe will not reboot.

.Net Framework is by default not supported in WinPE (which the
installation cd is running in)
If you want a great framework for dynamically change sysprep.inf
during deployment i recommend (strongly) to use ZTI from BDD 2.5
or you'll have to write your own script (or non .net framework app)
and run it as a custom action in the postinstall phase.
