Winbom.ini is located in the root of winpe image as well as in
i386\system32.

Yes, if you are using winbom.ini the disk will be wiped and formated
before any osd phase starts (it is actually oshshell.exe that starts
factory -winpe, which reads winbom.ini and after that leaves controll
to OSDInstallCD.exe).

Make sure you change the OSD Installation CD only, winbom.ini will
really wipe the disk asking no questions :)
