SMS App package state - success, app not installed ??!

SMS 2003, advanced client, simple silent app package\advertisement set to:
run with admin rights, allow user to interact with program and only when a
user is logged on.
App shows up in Add\remove programs but when you pull it down for install it
never installs, reporting still - success.
Manual install using setup \s works ok.

Any idea anyone?
