Are you installing any applications? It's possible that one of these is
hanging (possibly due to invalid command line options, or in some cases,
problems with the installer itself).

I'm experiencing an issue during the OSD state restore phrase. It keeps
hanging with the following messages:
- "Running startup scripts..."
- "Restoring computer and user state...".
Tried rebooting the system, but it goes back to this state...
I'm not using USMT yet, so nothing has been configured for this.
Any ideas?
