OSD won't run Scanstate and Loadstate unless you explicitly add actions into
the OSD program definition (Advanced tab). (If you are using BDD and ZTI,
the story is a little different: you need to comment out the ScanStateArgs
and LoadStateArgs lines in CustomSettings.ini.)
