You need to look at the log from Loadstate, which you can probably find in
%WINDIR%\SMSOSD or %WINDIR%\TEMP\SMSOSD. This should tell you why it
failed. The most likely cause: you captured local accounts from the old
machine and those accounts don't exist in the new OS. If this is possible,
you need to add "/lac" or "/lae" to the USMT Loadstate command line to allow
USMT to recreate the accounts.
