OSD and C drive permission change

We have a golden image on a gateway computer which loads successfully. The
security setting for drive C - the only setting - shows that everyone has
full control. We then capture this using the OSD tool. However, when we try
to push this image to a client the permission on drive c are changed as such:

Everyone is denied access, then it adds the administrator group, the creater
owner group, system group, and the local users group and assigns verying
permissons of these groups to the c drive. This is the only image that is
having thie problem. does anyone have any ideas as to whyt his would be
happening?
