The computer will automatically run the policy refresh when it finishs the
boot process at the end. This is assuming you have client in the image. We
have a new computer collection that looks for MIF file on the computer. From
there it picks up the computer and finishes the installs of all the
applications and setups the desktop for the user.

I had this same issue with a remote user. You will need to drop the CD in
and run the desktop refresh from Windows. Then when it boots it will fail to
join the domain. Select "Join Domain later" After it is up get the vpn
installed. Then you can join the domain and have SMS take control and finish
the job.
This is the only way. MS has solved this with SCCM 2007. MS told me we
should be able to start a MS VPN connection from within the OSD deployment.
Some of our machines MUST use the cisco client to connect so we are still out
of luck with those machines.

computers for users that never come into the office and the computer must be
joined to the domain after the OS refresh has completed.
