Just change it--I've changed the environment of a program before, and
a push never redeployed. It'll increment the policy, but it won't
trigger a reinstall (unless you're doing something really different
with the ad--you're just changing an element of the program, not the
program itself, nor the advertisement)

if no one is logged on without the package redeploying to the machines that
it's already deployed to?
