WEIRD WEIRD SMS Problem

Hi,
I have created a package which does this in the following sequence:
1) Copies jre.exe to c:\temp
2) Copies jdk.exe to c:\temp
3) Copies install.bat to c:\temp
4) launches install.bat which has the following command c:\temp
\jre.exe and c:\temp\jdk.exe
5) Modifies 2 registry keys.
I deployed these to one XP and one 2K test computer.
The patch runs fine on XP but on 2K computers the patch does
everything except install the files. When i look at the temp folder
and the registry on the 2K computers i see the files are copied on c:
\temp and the registry changes made but the application install wont
launch.
When i manually run the batch file from the temp folder the app gets
installed.
I ahve also set the patch to run as administrator independant of if
the user is logged on or not.
I dont know what it is not running. I tried execute program instead of
the bathc file in SMS installer but it is not running either. I have
tried everything i can but cant seem to understand why the install
wont run on 2K if it runs on XP
Any help would be greatly appreciated i ahve to get this patch out
today.
