How to create scritps

Hi,
I have not really uses sms 2003 before. When i was working with SMS 2.0
i used a application called SMS installed to build a exe (things like
check registry, check if file exists, put if them statements etc) and
then use the admin console to deploy the exe to a collection.

What tool or utility is provided in sms 2003 to accomplish the above
(build a exe using custom logic, similar to sms installer from sms 2.0 )
