some bg info, we are migrating users from novell to
micosoft server 2003, and xp as the client. We are having users whose
apps
are not populating and wonder if its because of some sort of timeframe
issue.

Hmm, we'd need more information... to disect this we'd need to understand if
this is an SMS server side issue, or a client side issue. One way to
determine if an advertisement has run, or will run on a client -- install
SMS View http://www.smsview.com/ and examine on of the "problem" clients.
This will give you a client side view...
Another "free" toolset, download and install the "SMS 2003 Toolkit 2"
(located via web search), there are multiple and very useful troubleshooting
utilities.
