Deloy a CA Cert to XP via SMS



We have created an internal CA server using openssl and would like to
sign certs for Dev and Stage use using this server.
We obviously need to get the Root CA cert to all machines that will be
using the certificates we create, but the problem is how.
This will need to go to about 150 XP machines initially, and it seems
that our company does not want to use a GPO for this.
We use SMS as a package deployment app, but how would I get the XP
machine to install the certificate?
I had hoped to push down the CA cert, and a batch file then run a batch

job to add the CA to the trusted root for the machine, but certutil.exe

does not allow this.
Can I use VB or WMI to complete this task?
Or do I have to site visit each user and add this as a trusted root on
a case by case basis?
