I've been working on the same issue for the past 2 days and just figured it
out - I hope it works for you too...
The client I was working had the wrong subnet mask from the rest of our
clients. Therefore I didn't have the correct Site Boundary configured in SMS
for this client. Once I corrected the client's subnet mask everything worked
fine.
So make sure you have the correct IP Subnet entry in your Site Boundaries in
SMS for the client you're working with.
