SMS 2003 Distribution Delta Update

Hello,

we have a central SMS 2003 SP1 ICP1 site with 15 primary sites
underneath. I updated a package of the central site to all other
primary sites. Every primray site has up to 15 distribution points,
which are connected with 256 kB WAN to the primary sites (sorry, we
don't use secondary sites because of much less work of configuration
and monitoring these sites. 14 of this primary sites are updating the
package in delta mode, so only less data must be transferred using the
256 kB. But one primray site always does a full update of the package
with about 50 MB on all distribution points managed by this site.

Can anybody tell me the reason?

Thanks for your help in advance.
