Distribution works for .MSIs and Windows Updates, but nothing else

Hey All,
I am able to distribute software in SMS 2003 SP1 on Win2K and WinXP clients
if the software is packaged as a .MSI file. In addition, I am able to
distribute software updates from the scan tools (MS Update Scan Tool, Office
Update Scan Tool). However, when I attempt to create packages that consist of
simple .exe or .vbs files (e.g. a .vbs file to map printers for a particular
collection of workstations), I receive the following error:
"this program cannot be run because the program files are currently
unavailable"
I scanned through the archive of threads in this board, but it doesn't seem
like anybody is having this -exact- problem, in terms of only being able to
push out software of certain types. Is there any likely cause of this, or
rather, is there any additional information I can provide, such that someone
out there might be able to better assist me in troubleshooting this? Thank
