In your sms admin console, under site settings, site systems
create a new server or server share.
Double click it, enable the checkbox for a dp on the dp tab.

2) Clients ask for a list of available dp's from their management point, if
a new one is installed the management will include it in his answer set.

3) The management point is aware of protection boundaries, if a client asks
for available dp's which is not within the boundary then the management
point
will not include this dp in his answer set.

All the intelligence & logic is coming from the mp in this sort of things.
