2003 clients only see advertised programs in chunks?

Tech-Archive recommends: Fix windows errors by optimizing your registry

We have multiple advertisements set as Mandatory and to install "As
soon as possible". These are assigned to a few different collections.
I have put numerous clients in all of these collections, but I find
that when the clients retreives Machine policy, it does not see all of
the advertisements on its first evaluation and appears to install them
collection by collection. I would expect it to see them all on the
first policy evaluation. Is there a way to fix this or is this normal?
