Pushing a REG file with sms 2.0

Good day all,

I have been working on this problem for almost 2 days now and i cant get it
to work. What i need to do is push a reg file to all of my users who arent
local admins on thier machine. If i push the reg file by itself using admin
rights it wont install the key. I have attempted to push a batch file but it
wont allow me to access the registry.

Batch file example

regedit /s c:\support\WSUS.reg

As you can see i need to push the reg files so my clients will recognize my
WSUS server. i would love to do this in AD but my current company is in an
NT 4.0 domain. Any help would be greatly appreicated. Thanks.
