Access Denied

I have one primary site with two distribution points. Both distribution
points are setup exactly the same way (including domain, security policies,
and user account permissions). However, one of them cannot be accessed by
computers unless the Advanced Client Network Access Account is logged on to
it. When I send a package out I get failures on all the machines and the
status message I get is "The operating system reported error 2147942405:
Access is denied." The execmgr.log says:

I have tried different packages and I get the same errors but as soon as I
logged on to the distribution point server it works fine. I don't have any
problems with the other distribution point. It works just fine without
anybody logging to it.

Need help.

Thanks
