Advanced Client workstations not Connecting to local Dist. points

Hi,
I have a problem with distributing packages from local distribution points.
Currently I am pushing out Service Pack 2 for Windows XP with SMS 2003. I
have a secondary site setup as a distribution point and management point. I
set the adverstisment to be assinged as soon as possible and then start
later. In the advertisment status I see the workstations have received the
advertisements. When I check the staus after the advertisment is supposed to
start I look at the advertisement and get the following message:
The program for advertisement "TMP20129 has not yet started because the
content for the package "TMP00039" - "Automated Upgrade from XP 0r XPSP1"
(version 4) has not been acquired. Possible cause: The content for this
program must be downloaded into the computer’s cache, or the content could
not be located.
Solution: If the program is being downloaded, no action is required. The
program will start once the download has been successfully completed. If the
content can not be located, ensure that a distribution point with this
content is available for this computer.
I look at the execmgr.log on the client workstation and see that the client
is still waiting for the package to download.
I then look at the DataTransferService log and get this errors in the log:

SERVER2 is the Secondary site server in SMS this is the one that the
computers are supposed to connect to download the package. I have checked to
ensure the package had been downloaded to the secondary site and is good.
SERVER1 is the SMS Primary SITE SERVER
I do have the advertisement set to download from a remote distribution
server is a local one is not available. That is why it is attempting to
connect to SERVER1
I have been trying to track this error down. I know it has something to do
with the BITS transfer and connecting to the local DP via HTTP: I could not
determine though if the clients ARE using BITS as opposed to SMB looking at
the client logs. I've ran the SYNCIWAM.vbs script on the secondary
distribution server (SERVER2) to make sure the passwords were not out of
sync. One of the things I have noticed and not sure if this is part of the
problem, but in AD Users and Computers, the SMS_SiteToSiteConnection_SERVER2
Security group has the SMS Sites Primary Server as the only Member. Shouldn't
the Secondary sites Machine account (SERVER2) be the member that is listed in
this security Group?
Any ideas.
