Administrator context installation problems

For the first time we got a problem concerning installing a package on
computers, with administrative rights. Has anyone ever got this problem: You
can install a program using "run as" on the setup file, but not with
administrative rights through SMS 2003, with or without distribution point,
with or without SW Installation Account. no matter what we try through
advertisement, and we have a lot of package that claim administrative right
that works fine.
So the question is simple: Is it possible that some MSI package somehow not
are suitable for advertisement through SMS 2003, and in that case why ?
(We are using the SETUP.EXE with no switches/options and "...allow interact
" marked)
