If package is on DP, then next step would be to check if client has received
the offer? If so if it is running the program, or downloading?
Check ExecMgr.log on the client you might need to look at
DataTransferService.log (if downloading the program) and CAS.log and
LocationServices.log.

If you are not familiar with the logs, the zip them and post to the news
group and we can try to find out the issue here.
