ContentAvailable ignoring update with no DPs for content request I

We recently implented SMS 2003 SP1. We were able to deploy the security and
office scan tools and everything seemed to be fine. However, when we create
any other package we receive these errors. Has anyone seen this and what can
we do to investigate?

When we advertise a package, the advertisement runs, machines receive it,
but then we get an error consistantly in the SMS system status log. It
happens with all programs. It says:

The program for advertisement "CA120006 has not yet started because the
content for the package "CA100005" - "Security Update Tool" (version 4) has
not been acquired. Possible cause: The content for this program must be
downloaded into the computer's cache, or the content could not be located.

Solution: If the program is being downloaded, no action is required. The
program will start once the download has been successfully completed. If the
content can not be located, ensure that a distribution point with this
content is available for this computer.

Also, when we check the execmgr.log from the clients (happening on all
clients) it has the message:

Any Ideas?
