This message ("Software Distribution Site Settings for the cleint are
missing from WMI") means that client thinks that Software Distribution agent
is disabled.

Make sure you have Advertisement Program Agent enabled and clients are
talking to MP. If there are any issues in MP and client communication, then
they will be logged in CCMExec.log on the client. You can run PolicySpy.exe
tool from SMSToolKit to make sure client is talking to a MP you are
expecting.
