I eventually opened an incident with Microsoft Technical Support. After much
delay, I eventually was told that there was a "bug" in this executable that
Microsoft decided not to fix because it had dropped support for Java. This
syntax does work in a logon script, so that's how I resolved the issue. No
further comments are necessary.
