Also check the switches that you configured the update in the DSUW with. I
believe if you use a -u or something like that it supresses the uninstall
files and won't show the update in ARP.

Scan always runs after patch installation. Its registered in local policy
via patchuimon. More likely the patch didn't install (which could also be a
reason the ARP entry is missing) or hinv didn't run as Kim stated.
