The entire package would only be sent to the clients if you are using SMS
2003 and advanced clients and have the advertisement set to "download and
execute" This is not the default. By default only updates actually
authorized and detected as missing on the client are installed, the
installation taking place over the network.

You can create target collections by using queries based on missing updates
as this is HINV data.
