There is no built-in way of knowing that client has uninstalled the
software. SMS will not force another install like GPO if it detects that
software is no longer installed. Actually SMS never looks back to see if
software is still installed or not.
However you can extend SMS_Def.mof and using Hardware inventory you can find
out if the program is still installed or not (using Add\Remove Programs)
