#1: I don't *think* that there are any plans for the MBSA to support OE.
As Microsoft moves towards the WUS (hopefully renamed) Scanning Engine this
should be resolved as well as many other detection issues.

#2: KB831167 isn't a Security Bulletin update so you are correct in your
reasoning as that it is not detected because it is not present in the
security bulletin catalog. You can still use normal SMS Software
Distribution to get this update to your clients however.
