Tim sent me the logs. This is what I see from the logs:
Around the time the program raised an unexpected reboot event, the system
might have been restarted. Also if you look in ccmexec.log around 3/23/2004
9:49 AM the service is shutting down and one main reason that the service
might be shutting down would be on a system restart. So I'd like to confirm
that the client machine was definitely not shut down.

Two things that you could do

1) Directly launch the command-line
"\\GOSMS\SMSPKGD$\GFO00007\officexp-kb828040-client-enu.exe" /Q on the
client and make sure that the program does not reboot the machine. If the
program does reboot the machine and if you have not specified after running
actions for the program, then you'll run into this scenario.

2) If one doesn't reboot the machine then do a live repro through SMS and
make sure that the client machine is not shutdown when the program is
running. During the repro, open ccmexec log on the client and make sure that
no shutdown task is getting executed. (search for : BEGIN
ExecuteSystemTasks('Shutdown'))

Hope this helps.

Thanks,Sathish
