If it is the file officexp-kb828040-fullfile-enu.exe you try to
install, you need to unpack it first (you will get a file with
the name OUTLOOKff.msp), and install it using msiexec.exe as
instructed here:

(I don't know, but you might need to add /q or something to the
msiexec command line to make it unattended)
