You will find ODPsys.log and odpusr.log only on legacy clients.
For this problem, make sure you have run AD user\user group discovery (or
WinNT user\usergroup discovery). And users show in the collection to which
you are targetting your advertisement.
Once done this, look in PolicyAgent.log and PolicyEvaluator.log on the
client and see if it is receiving any policy.
