Signserializedkey missing from MP

Tech-Archive recommends: Fix windows errors by optimizing your registry

Anyone know what this key does? or how to repopulate it? I have clients in
workgroups that are no longer"talking" to the SMS site server. I have
noticed that this key is empty on bad sites and populated on working sites.

SMS 2003 SP3

HKEY_LOCAL_MACHINE
\SOFTWARE\Microsoft\SMS\MP\Certificates\SignedSerializedKey
