I just can't believe that Microsoft would make it so difficult to move to new
hardware. Is it possible to install SCCM on the new hardware, either in the
same site or a secondary site, then "promote" it to a primary?

That's your option: Site Repair Wizard. Just make sure it's the same server
name as the original, and the database is the same name as well.
