SMS 2003 SP3 - Secondary site install fails with logon failure

Hello,
This is going to seem trivial, but we've spent the whole day on it.
We've setup an SMS 2003 SP3 primary site, and are trying to setup a
secondary site directly from the primary console.
We are in standard security mode, so we've created 2 services accounts, one
for each site. Each service account is a local admin of its own server.
(actually, after all the failures that we've encountered, every server has
now both service accounts, and both machine accounts in its local
administrators, + the service accounts are domain admin, but still no luck)
The site install fails always on the same error :
The bootstrap package copies fine onto the secondary server, but the sender
fails to start the service with teh following message:

Cannot start SMS_BOOTSTRAP service on server sms2003sec, Win32 Error = 1069

When we try to start the SMS_BOOTSTRAP service, it also fails with a logon
failure, then when we type again the password in the "Log on" pane of the
SMS_BOOTSTRAP service properties, it starts fine.
It just seems like the password passed in the Bootstrap package is wrong,
but believe me, we've checked a million times that we're typing it correctly
in the "New Secondary site" wizard.
Any ideas anyone?
